Until recently Facebook only allowed you to set a custom URL for your personal profile and a page once, after you selected it there was no way to change your Facebook custom URL. There were stories of some successfully contacting a sympathetic soul at Facebook and getting the URL changed, but it was a long shot.
All that has changed, at least a little. Facebook has allowed you one more chance to get your custom URL right, both for your Facebook Page and for your personal profile. This one-time change can be made right from your account, no need to try to contact the powers that be at Facebook. So if you aren’t happy with your original choice, or if your brand has changed, follow these step-by-step instructions to make the change.
How To Change Your Facebook Custom URL – Brand Pages
Step 1 – In order to change your Page URL you will need to log in and visit your page.
Step 2 – Select Edit Page from the navigation bar at the top of the page

Step 3 – Select Update Info from the drop-down menu
Step 4 – Select Basic Info from the right side menu

Step 5 – Select Change Username
Step 6 – Enter your new username (make sure you choose one you will be happy with and double check your spelling as this is your only chance to make this change)

Step 7 – Check availability

Step 8 – If the new username is available and you are happy with it click confirm. Your new custom url will be facebook.com/username
Note - You cannot change the actual name of your page if it has over 200 likes.
How To Change Your Facebook Custom URL - Personal Profile
Step 1 – Log in to Facebook
Step 2 – Select the account menu on the top right of the page and choose account settings

Step 3 – Click the edit link on the same line as your username

Step 4 – Enter a new username (again, make sure you have the username you want, and double check the spelling), enter your current password and hit the save button.
